1. Operating frameworks

Prosper Manufacturing operates as a vertically integrated apparel production and fulfillment company across the United States and Mexico. Because we hold our own permits and certifications — rather than operating under a shelter or third-party broker — clients receive direct documentation for every shipment, every audit, and every customs transaction. The following frameworks govern our day-to-day operations.

2. IMMEX registration

Prosper Manufacturing is registered under the Mexican IMMEX program (Industria Manufacturera, Maquiladora y de Servicios de Exportación), permit number 2018-4421. The permit authorizes us to temporarily import raw materials, components, packaging, and machinery duty-free, provided the finished goods are exported within the regulated window.

  • Permit holder: Prosper Manufacturing — registered manufacturer, not a shelter sub-tenant.
  • Bonded warehouse: Posted financial guarantee with Mexican customs (SAT) against in-bond inventory.
  • Pedimentos: Filed under our registration for every import and export — copies provided to clients on request.
  • Annual renewal: Permit is reviewed and renewed yearly with documented audit findings shared with active clients.

3. C-TPAT — Customs-Trade Partnership Against Terrorism

Prosper holds active C-TPAT certification with U.S. Customs and Border Protection. The program is voluntary and re-validated on a four-year cycle. Active C-TPAT status delivers two operational benefits to clients:

  • Reduced inspection rates at U.S. ports of entry, with priority lane access at land borders.
  • Sub-24h crossings from our Tijuana production floor to our San Diego fulfillment dock under standard operating conditions.

Validation reports are available on request to enterprise clients with active contracts.

4. USMCA — preferential origin

For goods qualifying under the United States-Mexico-Canada Agreement, Prosper files Certificates of Origin alongside the customs entry summary on every shipment. We classify bills of materials at quote stage and route components to qualify under the apparel "yarn-forward" rule wherever feasible. Certificates of Origin are auto-attached to the monthly compliance pack delivered to active client accounts.

5. WRAP — labor and working conditions

Prosper's production facility is certified under the Worldwide Responsible Accredited Production (WRAP) program. WRAP is an independent, third-party audit framework covering twelve principles spanning law, labor, working conditions, environmental compliance, and ethical business practice.

  • Audit cadence: Annual third-party audit. Findings and corrective actions shared with active clients.
  • Scope: Covers wages, working hours, freedom of association, health and safety, and environmental compliance.
  • Documentation: Audit reports, corrective action plans, and renewal certificates provided to retail partners on request.

6. Documents available on request

The following compliance artifacts are made available to active clients and to retail partners performing vendor onboarding due diligence:

  • IMMEX permit certificate (current and historical).
  • C-TPAT validation report (most recent cycle).
  • USMCA Certificates of Origin (per-shipment).
  • Pedimentos (Mexican customs declarations).
  • WRAP certification, audit report, and any corrective action plans.
  • Bills of Lading, U.S. CBP entry summaries, and broker correspondence.
  • Bonded warehouse status and financial guarantee letters.

7. Subcontracting and chain of custody

Production, decoration, and fulfillment are performed at facilities operated directly by Prosper Manufacturing. We do not subcontract decoration or assembly to unaudited third parties. Where finishing services (specialty embroidery, premium packaging components) are sourced from approved partners, those partners are audited annually and disclosed in the program documentation.

8. Reporting a compliance concern

To report a compliance concern, request documentation, or initiate vendor onboarding due diligence, contact the Prosper compliance desk at compliance@prosper-mfg.com. Initial response within one business day; full documentation packages typically delivered within five business days for retail partner due diligence requests.
